Preproposal Instructions

The following list of preproposal documents must be submitted via email to (Please note, this e-mail address has recently changed.). (OR send 6 copies via US mail to: Preproposal Application, Great Lakes Protection Fund, 1560 Sherman Avenue, Suite 880, Evanston, IL 60201)

  1. A completed Applicant Cover Sheet:
  2. The preproposal document (limit to 3 pages, see content outline*)
  3. A resume of the project's manager (limit 2 pages)

*The content of the preproposal should address the following topics in the order shown:

Environmental Outcome
Describe, as specifically as possible, the expected environmental result of the project. The expected result may be presented as a working hypothesis. Explain why the outcome sought is a priority for the Great Lakes and identify the likely impact on the basin ecosystem.

Proposed Work
Outline the work to be carried out. Include a project time line that indicates when the environmental outcomes will be realized, when the project work will be complete and major interim milestones. Show how the work will lead to the environmental outcome identified above and how project success will be measured. Explain what must happen beyond the work proposed, if anything, to ensure that the entire Great Lakes ecosystem will benefit.

Key Personnel
Identify the members of the project team, indicating roles and responsibilities. Briefly discuss qualifications. Describe planned collaboration activities.

Financial Plan
Present the estimated costs of the proposed work in summary categories such as personnel, equipment and supplies, travel, consultants, overhead, etc. The Fund will not support overhead/indirect/G&A costs in excess of 15% of direct project costs (excluding travel and subcontracts). Identify how funds will be raised to support the proposed work. Indicate the portion of the budget to be supported by the Fund, and identify the type of support (grant, loan, or other mechanism) desired. Show other sources of support by organization and amount if known.
