In this project design phase, the team developed a project to field test existing water footprinting metrics and refine those to be Great Lakes relevant. The team inventoried water footprinting methods, identified pilot facilities in which to test them, recruited team members, and prepared a plan to apply and refine footprinting metrics in a water-rich region.

In December 2010 an implementation phase was funded at the level of $256,000.
