When there is an alignment of available talent, a potentially game-changing strategy, and an important threat or problem, the Fund’s Board and staff prepare a solicitation strategy. Often this is in the form of a request for preproposals. Based on expert advice, the Fund estimates whose participation is needed for meaningful projects, what could be launched, the critical success and failure factors for projects, what might be achieved, what level of investment is required and how long projects would need to run.
Most recently, the Fund has used RFPs to solicit potential project ideas on a variety of topics including using information technology to connect human behaviors with ecosystem outcomes and developing prototype water use and management initiatives that use Great Lakes resource health as a driver.
